When buying a console it doesn't come with a steering wheel but every console comes with a pad so pad as to be taken into consideration to be as competitive and as equal as possible to wheel users just so it keeps the console players interested and engaged into the game. Since crossplay being introduced a few years ago and this being the first game released for next gen and PC only its apparent that the games gone more in favour of the PC players (wheel user) as the games build is more than likely a PC build designed to work with next gen consoles instead of separate builds for consoles and PC.
Hope this makes sort of sense and to make it clear this is my opinion only so could be wrong.
