Safety car behavior on a drying track

The weather forecast for the 100% race in Shanghai predicted 72% at the start of the race, which dropped to 23% around the 90-minute mark. Around lap 37, there was a safety car, which remained out until lap 41. At this point, some drivers were already on dry tires. I know that the safety car only stays out for 3-4 laps in the game, but here the safety car should have waited for all drivers before the race would have been allowed to continue.
