I had a similar Issue and tried everything for 8+ hours!
Now i deleted under Documents\My Games\F1 25\hardwaresettings both files "hardware_settings_config" & "hardware_settings_info" and now it works again!

Unfortunately, the PS5 doesn’t allow you to delete just that specific file. You could try removing your saved data, but I recommend backing it up first, just in case there are any local saves you’d prefer not to lose.
Here are the steps: Settings > Saved Data and Game/App Settings > Saved Data (PS5) > Console Storage > Delete
