I can 100% confirm this bug (also on PC with F1 25). I have the exact same issue: As soon as I improve my lap time in Time Trial, the game starts to stutter heavily.
I can specify that for me, it happens exactly at the moment a new rival (ghost) is being loaded.
My workaround is the same: I have to go back to the garage and restart the lap from there. It runs smoothly again, but only until I improve my time again. This doesn't happen in any other game mode.
It definitely seems to be a bug related to loading the new ghost car.
