Unusual safety car phase with drive-through

During the last 100% race in Las Vegas, there was a very unusual safety car phase. At the end of lap 39, it was announced as usual that the safety car would come into the pits during that lap. The safety car came onto the track on lap 35, which was fine because that can be the usual duration. In any case, the drivers wanted to pick up speed again. The drivers overtook each other (there were illegal overtaking maneuvers) and, strangely enough, the safety car indicator remained visible. For whatever reason, the safety car drove through the pit lane and then actually entered the pits one lap later.
