Are the Ballon d'Or selection criteria correct?

It seems to me that if a player transfers at the end of the season, that player is not eligible for selection for the Ballon d'Or.
If a player transfers at the end of the season, will you correctly predict the Ballon d'Or based on the player's performances over the past year?
