First Shapeshifters Evo

I just packed tots Roberto Carlos but in the app I can't put him into the first shapeshifters evo. He fits all the requirements and I've reset the app but even then he doesn't pop up. It's happened twice already where its not just him but half the cards that pop up just keeps changing. Like for example sometimes camavinga will appear then he won't, or half the available cards will just go away and then come back next time I try.
