Have you completed the Foundation Objectives: Ultimate Team Foundations and met the requirements? YES Already Completed the Foundation Objectives Market is not unlocked yet.
Are you unable to access the Transfer Market in-game or only on the Web/Companion App? 
BOTH, In-game and Web, Market is LOCKED on both.
