I have been getting this too. It's not just for players on the shortlist etc as you've listed. This issue is once again something that existed in previous FC24 and other previous titles that just never gets fixed. I found in the previous games that it would be an issue every other season. So the first season I would be able to scout normally, the second I get this issue, the third its normal again.
