In the description of the TOTS LaLiga Cup upgrade evo, it says that the upgrade is applicable to "all TOTS Player items (Excluding Evolutions) with a max 93 OVR.
The keyword "all" here — and the fact the evolutions are specifically mentioned as being ineligible — indicates that the evo should apply to all TOTS cards (i.e., including honourable mentions and highlights). Since the overall reward is a 93 Mapi Leon TOTS Honourable Mention, it would also indicate that the evo could be used on her. It can't. It can only be applied to original TOTS cards.
This seems like a bug. Otherwise, why write "all" TOTS player items and why specifically exclude evolutions (and not other TOTS cards)?
