TOTS Upgrade (Bundesliga Cup) Can't Add Eligible Player

My Bruno Guimaraes TOTS Honourable Mention card isn't coming up as being eligible for this Evo even though he should be? I haven't put him in any other Evo's so he should fit with no problems, FUTBIN confirms this.
