Bad News

After talking with multiple members of EA in their live chat, this issue remains unsolvable.

The only possible solution is in the future for EA to release an evo alongside the second evo that grants the specific rarity to your card and has very specific stat limits and strict requirements in terms of playstyles and ps plus, maybe even a requirement of TOTY HM being a former rarity, we are stuck with one ps plus unfortunately
