Scouts not finding any players

I'm playing the Manager Career mode in FC26 on a Switch. My scouts used to find plenty of players for me, but suddenly they stopped.

I have tried to:
- Change instructions, and also deleting instructions and creating new ones. My instructions are particularly narrow, I looking for players 16-22 years, in 'big' football nations with world class prospect and above (also set the instructions to "1st team potential". Didn't help)
- Recalling scouts and sending them out again.
- Firing a scout and hiring a new one
- Re-install the game

None of this did help.
