I noticed that too, at launch...I wondered if they'd get filled in if and when the PWHL came on board, like if it was a player likeness/player association thing (I was able to make a Finland IIHF team).
Now that PWHL is announced, maybe those USA and Canada IIHF rosters will get filled in on Dec 5 when the PWHL teams get added?
