From a fresh boot on the Press Start screen, open Accessibility settings, change subtitles from off to On.
It started to happen to me a few days ago. I tried this and it still kept me in the infinite loop. logged off for a few days and tried it all again and nothing seems to help.

Steve8304 Could you provide a video, showing the following?
- Boot title
- On Title screen where it asks you to Press Start, open Accessibility settings
- Show that the subtitles is set to on
- Proceed into gameplay
- Open the map
