cannot launch skate constant error no fix

ive tired to launch skate but every time i do i get an error message that says "this software cannot be used at the same time as the game. Please make sure it's not running, or restart your PC: reWASD"

i have tried every known fix to this issue even complately uninstalling my mouse, keyboard, gpu BIOS and mother board drivers, uninstalling reWASD, repairing the javelin anticheat in cluding uninstalling and reinstalling it. I cannot seeme to play this game at all how do i fix this problem because im getting to the point where i dont even want to play it anymore because ive spent about 4 hours attempting to fix this issue but i come up empty.
