Cannot Scroll in Certain Menus

Consistently, since launch, I have run into a bug on PS5 that prevents me from scrolling in certain menus — specifically the skatepedia, shop, and the skate pass.

I'm not sure what causes the issue, but it happens nearly every single time I play and restarting the game does not fix it, instead requiring a full console restart, but even then that doesn't prevent it from happening again immediately afterward. My console and game are up to date, and the issue still persists.
