Cant get any rip score
It seems like after leveling up the last district, I stopped getting any rip score. I thought it was just accumulating very slowly, but I noticed I still couldn't reach 6400 because my rip score was ...

It is not a bug. Rip Score is not included in the rewards for challenges or tasks.
Rip Score is only added when you get an item, depending on its rarity.
The reason you earned Rip Score by completing missions and leveling up districts was simply because you received items as rewards.
11k Rip Score is currently impossible to achieve without buying paid store items.
We'll have to wait for the loot box of Brick Switch to be added in Season 2.
