I had the same issue on my desktop PC, which was puzzling me all day because the game worked on my laptop. Here's what fixed the issue for me:
1) Go to "Steam" menu (top left side) and select "Settings"
2) Go to the "In Game" tab (on the left)
3) Make sure "Enable the Steam Overlay while in-game" is active
After you hit "A" on your controller to start the game for the first time, you should now get a log-in window instead of error Code 1940161423 or 3308673633. Hopefully it works for you!
