Progression bug on xbox series x

I have been stuck at level 1 in hedgemont with 1345/800 rep.  Everytime I press down on the right stick to go to skate shop it does nothing and when I manually go to skate shop in the menu it will not level me up no matter what I do. If i go to skate shop on map I have no "press Y" indicator, there is just nothing and I can not get into the skate shop that way either.  Please, please help.
