So apparently this is an issue with Nvidia drivers.
I'm on RTX 4070 and was able to fix this issue by rolling back to Nvidia display driver version 581.80
Hope this helps anyone else having the issue.
Using an RTX 3060 and reinstalling version 581.80 works for me too.
