Stuck on go to extravert to level up

Like many people, I am unable to progress because I can't level up. I am able to open the shop, but nothing happens to indicate I have leveled up and the mission navigation is still showing i need to level up, but when I go to the menu it says I've completed all missions or something like that. I only got an hour into the game before this happened.
