TRASH BAG BUG

So I’m not the only one but there’s several people including me that are dealing with an issue regarding missions where you have to collect trash bags. I’ve restarted the game I’ve done everything I can think of I still can’t progress in the story any farther because of the trash bag issue! I’ve skated away and came back and the “missing trash bag” never respawns and idk what to do!
