Video Export not functioning on Xbox Series X

Trying to get the achievement for creating and exporting 10 videos, but every time I attempt to export a video, it does the countdown only to immediately skip to "Video Exported to your Device" with no actual recording or exporting. 

I can record clips myself through the Xbox share feature, & I've even turned on the setting to allow the game to record clips. Nothing seems to work. I've had this issue since August.
