Yellow bollards sunken into concrete barriers on Bridge

In North Hedgemont, at the top of the stairwell leading up to the top of the bridge, are 6 bollards that are sunken into concrete barriers. No doubt the intended arrangement is that players are supposed to be able to navigate past these bollards onto the bridge, but for some reason there are concrete barriers covering up this access. 

In my opinion the concrete barriers should be removed so that players can easily cross between the bridge's footpath and it's road.
