Carson unique not granting advantage outside of tb omicron

Carsons unique should give allies advanantage when they use a special against an enemy with on the run. This seems to only function in tb with his omicron however. I could not gain advantage in conquest with carsons abilities upgraded. In this battle i have 0 datadiscs and cant gain advantage.
