How is this not a bug!? I just experienced the exact same issue. Mirror matched SLKR teams the both with dark Rey datacron. The only difference is that my DC was maxed out and the opponent had only tier 1 dc. Both teams and all toons got plenty of turns. This is definitely a bug. Whoever categorized as not a bug needs to check their facts or get a new job.

I very much doubt this is the case. I presume you used a tank? You would have to actively pass over a turn for them to get a turn. Remember, that Kylo unmasked retaliates; this is not a turn. Unless you pass over a turn to him from Hux or FO Officer, I think it's practically impossible for him to get a turn.
