Scorch Omicron Not Working

Self-Explanatory title. I have Scorch's Omicron, and I run him on an LV team that only has the other Dark Side Clones. His Omicron makes it so that whenever he gains Taunt he dispels all debuffs from himself, but his second special, which gives Taunt, doesn't dispel all debuffs most of the time. I don't know if the TM gain it's also supposed to give is working or not. I've just noticed the debuff dispel has not been happening at all for me lately.
