Yes, this happens when you move out of your small residential business lot.
There are two options depending on what you wish to do:
IF you wish to keep the small business in the past lot. Make sure the old lot is set to small business rather than residential. Then you just have to go to the phone and buy small business retail.
IF you wish it to rebuild it in your current lot. Make sure you have a residential lot the sim owns and then attach the small business to the current lot. By ckicling on settings of small business.
This is user experience, further from that, it might be another problem I cannot help you with.
