I was having these same issue and went to Willow Creak to the museum and the only thing that worked was looking at the little ship on top of the stairs and i didn't take my mods out or did anything different.

I clicked view and sped up time until my SIM was done... It worked... Took a while though

Same as AnxiousKenny, the only thing that worked for me was to view the little ship replica at Municipal Muses.

Had the exact same issue and it worked for me on a normal sculpture. It is actually the "View" button but if it doesn't work on an art photo, try a sculpture in a table. I did the museum in willow creek and got it to work. They do have to stand there and view it a bit for it to track it.

Same issue. Tried placing museum items. Tried view multiple times on paintings and statues. Tried multiple museums. Tried with mod mods.

I had the same issue. I selected "View" on every item in a few different museums. On the 3rd museum, (in Del Sol Valley), one random item fulfilled the quest. I didn't catch which item fulfilled it, but it was about 40 tries in and the 3rd museum visited.
I'm not sure if that's an intentional RNG feature or if that was due to the bug. But at the very least, the "Historical Display" option is not shown as it should according to the quest log.
