For a second I thought it was bugged, but despite the action being misnamed (View), it seems that it completes on an invisible timer? The View action, even outside this event, doesn’t seem to have a circular timer, but it does seem to have an invisible one — and a looong one at that!
....
So maybe it’s not the specific piece of art that’s the issue, but the invisible timer for the action to complete? This was my experience as well. I tried several items in several museums and nothing worked. I rebooted my game and went to the willow creek museum because it felt like the safest option. only had a 'view' option the blue icon was available, no study option with the quest icon. The task appeared in the task box but no message or no timer to indicate this was the right thing to do for the task. In previous attempts I cancelled it because I thought she was stuck because this action takes forever with no indication of progress. This time I decided to wait until my sim stopped autonomously which took several sim hours without. And then shortly after she stopped it checked off.
I can't remember which item she watched but it was a base game museum with zero changes.

'On the hunt' statue placed on a table worked for me as well. Thanks to the person who suggested this

It worked! Yaaay thank you 😊 I used the same table and statue at the museum in Brindleton Bay, and clicked 'view'. My sim was also inspired at the time, not sure if that makes a difference.

I'm having the same issue. I removed my mods and deleted the localthumbcache, and repaired the game, and I only get the option to view statues and paintings, but not to study historical display. Clicking view on any valid items in the museum doesn't complete the task.

I just had to “view” on the item until it auto stopped; I didn’t get the option for “study”
