Are you using mods/cc ? Three are a few issues with service npcs not spawning though restaurants should work.
Retail has issues if you an NPCs own the retail lot but if it's your own or if you just visit an unowned one (never owned) they also work for me.
Do the game ones work ?
I am currently not using any Mods or CC and this place I created no NPC or sims own themselves. And yes the ones already in the game work. I figured it must not be an issue for a lot of players because I’m surprised nobody else is having an issue with this. Maybe I ll try redownloading the game and see if that works? I don’t know.
