I have this problem too. My computer is set up with a Intel(R) Core(TM) i7-3520M processor, and using the device manager, it looks like I have a Intel HD graphics 4000. I seem to be running dx12.

DX12 what your card is capable of not the DX version the game is running.
It will tell you the lower left corner of the main menu what you are running.
Also make sure you have the newest drivers.

You were correct. I had up to date drivers, but my game was only running dx9. I have it now running dx11 and the problem is fixed. Thank you for the great advice!
