I have this problem too. My computer is set up with a Intel(R) Core(TM) i7-3520M processor, and using the device manager, it looks like I have a Intel HD graphics 4000. I seem to be running dx12.

DX12 what your card is capable of not the DX version the game is running.
It will tell you the lower left corner of the main menu what you are running.
Also make sure you have the newest drivers.

You were correct. I had up to date drivers, but my game was only running dx9. I have it now running dx11 and the problem is fixed. Thank you for the great advice!

I'm having the same issue. My drivers are all up to date. I see I'm on DX9, but I don't have an option to uncheck. There's nothing there.

Bug still present as of current version, tested with no mods.

I had the same issue, turning of Laptop Mode restored the lockers and other items back to their usual textures for me.
