On XB1, the envoy will not appear at the willow creek library. This save is almost brand new and I have not done any building or changing of anything in Willow creek so the original library is still there. There is no option to call the envoy. Also, I can’t toggle the cursor in the event UI to click on the quest. I read that if you click on the quest it will center the screen on the envoy person but I can’t click on the quest. My sim has stood at the library for 3 sim hours and nothing has happened.
