Okay update to this - yesterday I could NOT for the life of me get these to go away, today I started a new save (without changing or touching any settings) and the Discovery Quests are gone.
The Reaper Rewards icon is still there for some reason, but the quests no longer pop up!
It's still an issue because I did literally nothing. I wish there was a way to opt-out of future events because I feel like Reaper Rewards broke my save....
