my community spaces are also empty! sometimes one or two sims come to visit. i found a way to workaround and it would be to bring sims to the lot by travelling together, or perhaps starting a club gathering. by watching old videos of eco lifestyle you can see that these spaces were full with sims using the objects, very sad that it isn't working properly.
Totally agree. Reclassifying them as Recreation Centers and adding any needed equipment gets strangers entering lot, and using any required equipment for that type of lot, as it has the most variety in equipment. No sales tables, dumpsters or fabricators though.
