When the game first launched, I didn't have this issue, but just recently, I noticed that a judge wouldn't show up at the event anymore. Sometimes, there will be a teacher but not a judge.

I've been having this issue too, at least with the Football and Cheerleading competitions so far.
ETA: no mods, no CC
Same problem here. It just started. A few weeks ago I was getting Judges for the competitions (sports ones for me). Now there isn't even an adult at the event. Ever. I've had this happen across 2 saves now, and I'm sure the rest wil follow once I get to that point in my kid sims life.
I had my Sim go to the Science Fair (High School Years EP) and make a game jam entry. The game prompted me to submit my entry to the competition judge, but no judge showed up the whole time. No result was announced, the festival just ended.
I had 2 cheerleading days where no judge appeared.
Also, the most recent cheerleading day, a judge was there, but there was no option to submit my score, and after the "announcements" were finished, nothing actually happened. No notification about who won, no moodlets, nothing. The event simply ended and everyone went home, as if the cheerleading day didn't even happen.
Just had this bug as well. A teacher showed up, but when I checked all of the pie menus, I didn't see any options to submit a score.
Community ManagerThe Science Fair Judge shows up when expected and stays for the duration of the Science Fair event.
Fixed in Patch 1.119.109/2.23
The patch notes only mentions science fair so I'm unsure if other fair is also covered.
