I had 22000 simeoleons when I was moving to a new lot that was empty. I sold my furniture and that would've gotten me 27000. When my sims moved it she only had 10,952 simeoleons. I believe this isn't the first time this happened.

Are you moving to/from tiny residentials or haunted residentials.
There's a similar bug report here that sounds like your issue: Moving and Selling Furniture Doesn't Give Money
