I've checked this on my Xbox Series X on Sims and occult Sims and it seems to be fine for me. I'm wondering if it's only occult Sims affected in this case and I can't tell if all the characters in the images are actually occults, if they are then I'd recommend testing on regular Sims to see if it's an occult problem or if it's all Sims affected.
I'd usually recommend reinstalling the game and add-ons, but that's obviously already been tried before posting. So if it hasn't already been tried yet I'd recommend clearing locally saved data and syncing up with the cloud again. So that's by going to manage game and add-ons>saved data (while the game is not running) and then clearing the set of data next to the username/gamertag and making sure to only select delete from console. Then immediately load up the game and it will do a data sync.
If nothing helps then this may be a bug that needs to be reported because it's unusual for a problem of this nature to continue after a reinstallation.
