It's really hard to say although it's still odd that you get freezing on the new as well.
If you evict all your families from the neighborhood and then visit with a family from another, does it still freeze ?
Try on a backup of your save.
Problem solved, it seems. Yesturday at boot my PC wanted to check a disc, where I have all my games instaled. Today it did it again, so I check online for a solution, then I run a some check in cmd and it repaired files, not only sims 4. Now I can visit the island and build on the island.
