This is a bit ridiculous if you ask me. So many bugs and actually important things that need looking at - bugged kits, RNG-dependent events, replacing old content that benefits all players with new events aimed at the end-game stage. And you decide to create a new system of DCs for players to spend even more currency/money on? And then you claim that you "listened to the community"? I'm sorry, but I have a a bit of difficulty believing that last part. I can scroll through the forum all day if necessary and I can pretty much guarantee that, even leaving my own comments aside, very few users are actually and fully satisfied with the current system of DCs, very few as in 1 out of 10. Everyone else either: appreciates the idea, boosting lesser used toons, behind DCs but believe they the execution - boosting mainly the latest and most powerful toons and even GLs, having too big a difference between the good mechanics and the lousy ones, having too much RNG when rolling, etc. - itself is flawed; or, hates DCs entirely. That is hardly "listening to the community" and hardly a reason to implement an additional system of DCs, which by the looks of it are even more expensive just to acquire, let alone upgrade. I'm sorry, but, as much as it may hurt my guild in TW or myself in GAC, chances are I will not be spending any kind of resources on FDCs even if I wanted to.
