Horrible, horrible, horrible idea. You're talking about implementing a system that was launched in Marvel Strike Force to near unanimous bad reception.

You have a great game, and part of that comes from the joy of figuring out how to punch up on tougher opponents. This all but completely removes that aspect from it.
