Could this be explained a bit more clearly? Will this be equalising the relic preformance between large gaps, will this enlarge it, is the non-lineair scale-up only if the lower relics go up against higher relics, or will this also change the way the characters work in pve gamemodes where relics arent used?

if you have R4 phoenix for example and you face R9 reva with R8 Inquisitors you will deal 95% less damage to them while they deal 95% more damage to your team also that includes GAC , TW , TB , Proving grounds , Conquest yeah every PvE , PvP
