That's incredibly hard. With restricted characters you have the space to build interesting mechanics around those specific teams. With the entire roster available that won't be possible because of how vast rosters are nowadays. It'll also mean less incentive for players to spend resources.

They're a business dude... If you're allowed to just use the stuff you effectively got for free via LSTs they're not going to have a way to incentivize you to buy the new toons. Raids are the only real way to progress to and increase relic levels so they're a natural choke point for applying pressure to players.
