You can try some other things instead of relic delta though, you could try something like pets/special items that unlock from r9 that you can only put on a few characters at a time. This creates insentive to r9 good characters, as they now have a reason to r9 multiple so the pets/items stay interchanged and not repetative. They could also switch when a datacron comes out and a character likes the item/pet more. This item would give a percentage stat boost and a special ability or something. And will keep being there (not go away like datacrons), so whenever a new character comes out, they can be given a pet/item.
Aside from that, you could just increase the armor given from r9 and the health, thus making it feel like you still do the same damage, without the damage decrease.
Relic delta just sounds like a bad plan in general. Also teams beat teams all of the time. Why should a r7 ewok team beat a r1 leia team just because it is higher relic.

This is just a Datacron. And what happens when you use your 3-4 pets in GA? then you are stuck in the same spot you were before when attacking the other zones.
If you increase the armor and health of r9 this creates another problem of r9 being unbeatable and then they might as well still add RD.
And ask yourself: "Why should an r1 Leia team beat my r7 Ewok team that I spent a lot of relic materials on?"

I mean you do know that from r1 - r7 is a big difference in mastery and in states right? Even if it’s leia and very high speed awell moded ewok team is moderately good especially in GA
