People generally only r9 tanks because they get the most benefit from r9 in that they get more tanky, instead of a delta, maybe change bonus stats for relics so they affect characters differently based on their uses. An easy example is, for an attacker they get more offensive power (offense, crit damage, crit chance) while tanks get the extra survivability
