I have read every single line of this. Week one player here and I appreciate your decision to explain details about this huge change, and I believe you can make it work as intended.
But there are missing keypoints: for example I think it's 'unsafe' to bring new relic levels over and over, without touching some mastery scaling. Think about JTR or GLAT masteries...a new level every year? (+10 mastery or so) means that in 3 years you won't be able to touch JTR or pulling down GLAT.
Another thing is the amount of resources needed for a character to be G1 -> R10. It's literally hell if we think about it today till R9, so many types of materials and the amount required is crazy, is this scalability? requiring 25 different materials for a single relic level? (the game as of now does this!)
A suggestion here: change mastery curves, especially for 'hard ones' like evasion or defense, and REMOVE some materials from higher relic leves, like you did in the past with carbonite boards and bronzium wires. Every two level you remove a material, or something like that...we can't level up things that require transistors+heatsink+conductors+cards+detector+keyboards+...
