If the company was honest, they'd say we knew 95% was too much and would **bleep** off the player base and you wanted to.  You wanted the backlash so you could reduce it to a lower but still outlandish number and say, "See, we listened, it is so much lower now."  The idea of relic delta actually makes sense at much, much lower percentages than has been thrown out there in the 2 waves of testing so far.  More ensheetification.
