A lot of your scalability arguments are false equivalencies. You *can* make new content that doesn't demand further progression to interact with. you keep adding artificial difficulty to make it seem like you have to give us new progression to help. The most glaring indicator of this was all the way back in GeoTB. Guilds today, like 8 years after its introduction, still cant max it because of the inflated GP requirements. Also, the idea that our characters need infinitely scaling progression just doesn't make sense. Ships don't have that and nobody complains about it. Nobody goes around saying "man i wish I could upgrade my favorite character more, its a shame he's maxed out". You've already done a lot of good work to increase the cadence of character releases, I don't see any reason you cant just rely on that for revenue besides just greed. If you wanted to give bigger return on investment for r9, they could implement relic delta in PvE only, and I cant imagine there'd be any backlash.
Also, introducing this sweeping change, and then adding r10 on top just for funsies after pontificating how r10 won't fix the problem is just further proof this is not a decision being made with the well-being of the game in mind. r8's introduction was awesome because it was gradually released through raid rewards. Dropping r10 and delta at the same time will let the whales pull even further ahead and leave the regular players in the dust. I've personally spent thousands of dollars upgrading my units and supporting this game, but you wont get a cent from me once this is implemented.
